Europe experienced widespread relief on Monday, as the crisis caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been contained. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Cycle of Negotiation and Warfare
The chain of conflicting incidents captured the harsh reality of the current period. By day, political struggles are fought: hopeful statements are issued from different nations. Considerable effort is allocated on managing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from enemy soil, a capacity provided through current data. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems thundered: multiple launches deployed against a hostile projectile. This was a sophisticated defense system at work, most likely supplied through Western nations. Every firing jolts you unexpectedly, rattling buildings. The instant of fear quickly transforms into sober acceptance: maybe the incoming missile won't hit its mark this time, sparing the city from devastation and another blackout.
Persistent Threats
Following this, a automatic firearm engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – most likely imported technology. Sadly, the shots failed to hit the hostile drone – it continued its flight toward its objective.
Intermittently, this carried on until dawn. Kyiv greeted the early updates: seven people killed, devastation and utility failures in multiple buildings as a result of the night's assault. As always, everyone still continued their routines – enduring hostilities. But those entire period demonstrated Ukraine's critical military reliance on international aid – a reliance that European nations are clearly incapable to replace in the immediate future.
Failed Diplomacy
The detailed framework from American leadership sparked intense emotion, discussion and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new proposal from American administration adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually secure success. This cycle will, undoubtedly, endure.
Tactical Assessments
It is tempting to accuse certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington works based on a premise familiar among seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is unrealistic to force Russia to abandon the territory that it presently holds in Ukraine's south or east.
The problem is that while acknowledging this situation, American administration does little to prevent Kremlin actions, through words or deeds, from believing that the status quo will not shift further in its favour in the months ahead.
Divergent Views
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing civilians and areas but averting a total frontline collapse until situations evolve in its benefit.
Present Conditions
Realistically, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unworkable, so that their attention does not switch to internal issues. And although their task will now be significantly challenging after current events, it remains very improbable that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.
While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on sustained allied backing.
